The points that changed in the parking regulations in Antigua Guatemala in relation to charges, parking areas and fines

The Regulation for the regularization of parking of vehicles on public roads within the colonial urban perimeter, and surrounding areas, of Antigua Guatemala, Sacatepéquez, suffered modifications in eight articles that include definitions for the interpretation of said regulation, restrictions for motorcycles, trimos and ATVs, parking times and their value, as well as fines for failing to pay the parking fee.

The Municipality of Antigua Guatemala published this Monday, January 3, 2022, modifications to said regulation, which entered into force on January 1, according to Act 131-2021, dated December 23, 2021, which at its ninth point makes reference to the 8 items that were changed.

According to the commune of Antigua Guatemala, the modifications were made because the circumstances of when said regulation was created had already changed and now there was a need to adapt it to the current reality.

It adds that with the modifications, the parking areas and collection of the fee for the right of use of the public road for parking may be regulated, in accordance with the conditions that guarantee the proper use of the roads, with which they intend to avoid discretionary parking and untidy.

Modifications

Article 1 of the minutes modifies article 3, which contains the definitions for the correct interpretation of the regulation and adds to these:

  • Yellow line, which is the horizontal marking on sidewalks that defines the area for urban and extra-urban transport parking (loading and unloading of passengers only); official vehicles and state agencies.
  • Blue line, defines the parking area for people with reduced mobility.

The regulation also maintains the use of the red line, which indicates the prohibition of parking any type of vehicle.

In addition, it maintains the white line, which is the area for exclusive parking for two-wheelers.

This article also adds the definition of the label, which is the distinctive that the commune issues to the driver when making the payment for use of the public road to park.

In article 2 of the act, article 4 is modified, which is as follows: Regulated parking area is defined as the areas of the public highway that are not marked with a red line, yellow line, blue line, in the municipality from Antigua Guatemala.

Modification for motorcycles

Article 3 modifies article 6, which says that all two-wheeled vehicles, trimotos and ATVs, must make exclusive use of the parking areas marked with white lines.

In the amendment to article 7 of the regulation, it is mentioned that parking in the municipality of Antigua Guatemala, of any type of vehicle with two wheels, trimotos and ATVs is prohibited in the areas of the public highway marked with a red line, yellow line, blue line, or any area other than that established for this type of vehicle.

For restaurants and motorcycle shops

This article also establishes that it is prohibited to use white lines and any other space on the public road for parking motorcycles for home delivery and trimotos, ATVs of companies that provide the service of rental of vehicles of this type and / or use, and that they must have their own parking.

Obstacles to reserve parking

In addition, the commune mentions that it is forbidden for individuals to place all kinds of objects or blocks in order to reserve or set aside parking spaces, as well as signal horizontally on public roads, since that power only corresponds to the Municipal Traffic Police.

Parking cost

In article 5 of the minutes of the commune, article 8 of the regulation was modified and defined the value corresponding to the right to use the public highway as parking, which must be paid to the Municipal Police officers at the authorized collection points. .

  • a) Vehicles with private and commercial plates up to 7 passengers, Q10 on Monday, Tuesday, Wednesday and Thursday; Friday until 2:00 p.m.
  • b) Vehicles from 7 to 15 passengers, Q20
  • c) Vehicles (trucks) with commercial plates up to 3.5 tons, Q40
  • d) Buses from 16 to 30 passengers, Q40
  • e) Buses of more than 30 passengers, Q80.

Special collection on weekends and holidays

  • a) Vehicles with private and commercial plates up to 7 passengers, Q20
  • b) Vehicles from 7 to 15 passengers, Q80
  • c) Vehicles (trucks) with commercial plates up to 3.5 tons, Q80
  • d) Buses from 16 to 30 passengers, Q800
  • e) Buses of more than 30 passengers, Q100.

In addition, vehicles with private and commercial plates up to 7 passengers who enter the colonial city one day before holidays or Friday of each week, from 2:00 p.m., will be charged Q20 for parking rights.

Fines and infractions

Article 13 of the regulations, amended by article 6 of the Antigüeña commune act, details that the Municipal Traffic Police may verify the vehicles parked on public roads and in case they have not made the corresponding payment, it will proceed to impose fines.

  • Vehicles with private and commercial plates up to 7 passengers must pay Q300 for parking in the authorized area without having paid the right of use. That same amount must be paid if they are parked in an unauthorized area or designated for that type of vehicle.
  • Buses with 8 or more passengers, commercial vehicles up to 3.5 tons will have to pay a fine of Q400
  • Motorcycles that use spaces other than those established exclusively for their use will be fined Q100.

Exempt from payment

The people who are exempt from paying parking in Antigua Guatemala are:

A) The residents of the municipality of Antigua Guatemala, after registering with the Municipal Police of the commune, in which they will be given a registration sticker, free of charge, after having completed these requirements.

  • Photocopy of Personal Identification Document (DPI), (where you indicate that your neighborhood is Antigua Guatemala.
  • Photocopy of the circulation card of the vehicle (s) in the name of the applicant.
  • Photocopy of the Ornate Ticket of the Municipality of Antigua Guatemala, valid, in the name of the applicant.
  • Solvency issued by the corresponding agency, stating that the vehicle that you wish to register and obtain an Antigueño neighbor sticker has no pending payment of fines before the Municipality of Antigua Guatemala.

B) Individual or legal persons who own property or housing in Antigua Guatemala who will also receive a free sticker if they meet these requirements.

  • Photocopy of personal identification document. -DPI-or Passport.
  • Photocopy of the Appointment of the current legal Representative, duly registered in the corresponding Registry. (Legal persons).
  • Photocopy of the circulation card of the vehicle (s) in the name of the applicant or the applicant entity.
  • Photocopy of the Ornate Ticket of the Municipality of Antigua Guatemala, in force, in the name of the applicant or legal representative in the case of legal persons
  • Single tax receipt on Real Estate -IUSI- or Water in the name of the applicant or the applicant entity.
  • Solvency issued by the Municipal Traffic Affairs Court, stating that the vehicle that wishes to register and obtain an Antigueño neighbor sticker has no pending payment of fines before the Municipality of Antigua Guatemala.

C) Individual or legal persons who rent or rent real estate exclusively for housing use, in which they will be given a free registration sticker, after having completed the following requirements:

  • Photocopy of personal identification document. -DPI-or Passport.
  • Photocopy of the Appointment of the current legal Representative, duly registered in the corresponding Registry. (Legal persons).
  • Photocopy of the circulation card of the vehicle (s) in the name of the applicant to the applicant entity
  • Photocopy of the Ornate Ticket of the Municipality of Antigua Guatemala, in the name of the applicant or legal representative in the case of legal persons.
  • Photocopy of the lease in the name of the applicant or the applicant entity.
  • Solvency issued by the Municipal Traffic Affairs Court, stating that the vehicle that wishes to register and obtain an Antigueño neighbor sticker has no pending payment of fines before the Municipality of Antigua Guatemala.

Other people who park in Antigua Guatemala

All those individuals or legal entities that are not from the municipality of Antigua Guatemala and who for whatever reason use the parking areas frequently may opt for a frequent visitor sticker according to this table.

  • a) Vehicles with private and commercial plates up to 7 passengers, Q400 per year.
  • b) Vehicles with commercial plates for 8 to 15 passengers, Q500 per year
  • c) Vehicles (trucks) with commercial plates up to 3.5 tons, Q1 thousand per year
  • d) Buses of 16 to 30 passengers, Q1 thousand per year.

This decal does not apply to weekends or holidays.

To obtain this frequent visitor sticker, these requirements must be met.

  • Photocopy of personal identification document. -DPI-
  • Photocopy of the circulation card of the vehicle (s) in the name of the applicant.
  • Photocopy of the Ornate Ticket of the Municipality of Antigua Guatemala, valid, in the name of the applicant.
  • Solvency issued by the corresponding agency, stating that the vehicle that you wish to register and obtain an Antigueño neighbor sticker has no pending payment of fines before the Municipality of Antigua Guatemala.

All two-wheelers are exempt from paying parking.

These provisions of the commune of Antigua Guatemala entered into force on January 1, 2022.
